City of Rawlins Launches Next Step in Brownfields Program Through Rawlins Rising Initiative

The City is pleased to announce the next step in its Rawlins Rising Initiative funded through an U.S. Environmental Protection Agency (EPA) Brownfields grant, and we need YOUR feedback! This phase focuses on engaging property owners, business leaders, and residents in identifying potential brownfield sites—properties which have a potential for reuse or restoration, especially those which may have hazardous substances such as lead-based paint, asbestos, and others.  

The City and Ayers Associates are hosting five sessions on Thursday and Friday, July 17th and 18th where you can share your priorities! Stop by any of the sessions to view examples of projects in other communities, learn more about the program, get a free gift, have one-on-one conversations with staff about the sites that concern you, and be part of the change!  

Thursday, July 17, 2025 

  • Music at the Park Info Booth from 5:30 PM – 8:00 PM at Washington Park  

Friday, July 18, 2025 

  • Starbucks Pop-Up from 7:00 AM – 8:30 AM at 2321 Plaza St 
  • Downtown Depot Open House from 9:00 AM – 10:30 AM at 400 W Front St 
  • Senior Center Pop-Up from 11:00 AM – 1:00 PM at 545 13th St. 
  • Downtown Depot Open House from 1:30 PM – 3:00 PM at 400 W Front St  

If you can’t make it to the sessions, you can also submit properties and learn more about the program at www.rawlinswy.gov/brownfields  

“This program gives us the chance to reimagine Rawlins' underutilized spaces in a way that benefits everyone,” said Luis Lascano, Community Development Director. “We're encouraging all residents, property owners, and businesses to get involved.” 

These funds are available for use on commercial properties throughout the city, with a focus on the west 1-80 corridor along West Spruce Street. Any commercial property that is possibility contaminated and/or previously used for commercial or industrial uses is eligible to be submitted for consideration. Whether it’s a vacant downtown storefront, a disused gas station, or a lot with unknown history, the City can help determine its redevelopment potential without any obligations on the property owner! 

These funds can be used for technical assistance for cleanup and redevelopment, including:  

  • Free environmental site assessment, including soil, air and groundwater testing and paint sampling
  • Planning for cleanup methods and funding 
  • 3D visualizations and redevelopment guidance
  • Support for site reuse, including building improvements and grant navigation
