The agenda and council packet for Rawlins’ City Council’s Regular Meeting on Tuesday, August 1st, 2023, at 7:30 pm is available on BoardDocs at www.rawlinswy.gov/boarddocs. The public is encouraged to attend or watch the meetings remotely. Council work sessions and meetings are broadcast live and recorded on YouTube at www.rawlinswy.gov/youtube. Council meetings are held in Council Chamber, City Hall, 521 W. Cedar Street.
Council items include:
- Approve – Lease Agreement for New Landfill Compactor to compact our Construction & Demolition area to allow for significantly more storage in the current area
- Approve – Lease Agreement to place a Smartnet Antenna of less than 3 feet to assist with location surveying at Fire Station #2
- Approve – FY2021-2022 Independent Audit from Atlas CPAs
- Approve – Resolution to Apply for an ARPA Grant for Source Water Collection & Transmission Design totaling $1.5m
- Approve – Resolution to use the $675,000 Mineral Royalty Grant (MRG) as matching funds for the ARPA Design Grant
- Approve – Resolution to allocate $90,479 from the Water Fund as matching funds for the ARPA Design Grant
- Swearing in of the New City Manager Thomas Sarvey
- Presentation of Employee of the 2nd Quarter and August Community Builder Award
- Reports from City Manager, Staff, and Council

Regular City Council meetings include opportunities for citizens to communicate with the council. Citizen’s Participation is reserved for items not on the agenda. During agenda items, public comments may be accepted after council discussion. To address the Council during Citizen’s Participation or at other times during the meeting, please raise your hand and come to the podium once recognized by the mayor. Comments made on social media before or during the meetings are not an official way of communicating with the governing body. We do not consistently monitor comments on the live stream of the meeting except to check on the sound levels or for other technical issues.
Rawlins City Council meetings are held every first and third Tuesday of each month at 7:30p. Work sessions are often held beforehand, typically at 6:00 pm.
