Council Upcoming Meetings Notice

The agenda and council packet for Rawlins’ City Council Work Session and Regular Meeting on Tuesday, November 2nd, at 6:00 and 7:30pm are available on BoardDocs at http://rawlinswy.org/boarddocs. The public is encouraged to attend, send in comments beforehand and/or watch the meeting remotely. Council work sessions and meetings are aired live on Channel 191 (Spectrum), on Facebook live (barring tech problems) and posted to YouTube afterwards. Council meetings are held in Council Chamber, City Hall, 521 W. Cedar Street. 

 

Council items include: 

  • Work Session with Board of Adjustments on Amending Title 15.12.010 – Permits Requiring Flatwork 5’ x 5’ or less 
  • Approve Wyoming Community Gas Donation for Community Project(s)
  • Approve Updates to City Personnel Policy Manual 
  • Approve Resolution for an NRA Grant for the Rawlins Indoor Shooting Range 
  • Rescind Resolution 10D-2021 for a Bureau of Reclamation Water SMART Grant 
  • Approval of Payroll, Accounts Payable, Minutes and Agenda 
  • Executive Session per Wyoming State Statute 16-4-405(ii, iii & ix)
  • Second Public Hearings for Resolutions Authorizing Submittal of Community Development Block Grants (CDBG) Applications to the Wyoming Community Development Authority (WCDA) for the following 16 projects: 

1. Identify and remedy leaks on the City’s 20” main raw water line supplying domestic use and fire protection for the City of Rawlins from the Sage Creek Basin.

2. Repair / Improve critical roadway to ensure continued access to the City’s spring & wells sites in the Sage Creek Basin for monitoring the pipeline and helping identify leaks and other maintenance issues. 

3. Replace the 90 plus year old wood stave pipeline located throughout the Sage Creek Basin to improve the water quality and increase the water supply to city users.

4. Repair cathodic protection system (a technique to control metal erosion) of the City’s 20” main raw water line from the Sage Creek Basin which will help reduce corrosion and help extend the life of the system. 

5. Replace the corroded water transmission line to the City’s water tank farm to improve the water quality and increase the available water for treatment for domestic and fire protection. 

6. Update the water monitoring computer system at the City’s water treatment plant to help identify key leaks and troubling issues to ensure a timely response and quick corrective action.

8. Mitigate potential Special Flood Hazard Area to help mitigate the proposed flood plain to provide some relief to local residents in one of the lower socio-economic areas of the city.

9. Replace / repair bulb outs of Cedar Street and add additional bulb outs on 4th & 5th Streets.

10. Add additional lighting and replace nonfunctional lighting for safety and to help reduce crime in downtown. 

11. Upgrading Rob Roy Park to be ADA compliant, including playground equipment, parking, and access points.

12. Upgrade bathroom facilities and access points at Washington Park to be ADA compliant.

13. Upgrade bathroom facilities and access points at Bolten Park to be to ADA compliant.

14. Replace / Upgrade necessary fire personal protection equipment and purchase of new ambulance to ensure residents have access to emergency services and ensure our first responders are properly protected as they answer the call for services. 

15. Create an additional storage building for recycling materials to help increase the amount of materials removed from the landfill and enable them to be recycled and repurposed. 

16. Update lighting for energy efficiency for all city buildings to ensure the city is being good stewards of taxpayers’ money. 

17. Upgrade of the HVAC System for City Hall and Public Works building.

We are also currently allowing written comments to be provided beforehand which will then be read into the record, which started as a response to COVID-19. If you cannot attend the City Council meeting and would like to make a comment, they must be emailed to crelations@rawlins-wyoming.com AND lshearer@rawlins-wyoming.com by the Monday before the meeting at 4:00pm. Please keep in mind these are formal communications to the governing body and will be read into the record.

Rawlins City Council meetings are held every first and third Tuesdays of each month at 7:30p. Work sessions are often held beforehand, typically at 6:00pm.
