The City of Rawlins is proud to announce the selection of our City’s new Community Development Director, Lou Lascano. 

City Manager Shawn Metcalf said “Lou is going to do an excellent job as the City’s Community Development Director. He has been working in the Community Development department for many years as a building inspector. His experience with the City has really set him up to be successful in his new position and he has proven his dedication to helping our community succeed. I’m excited to see his vision come to fruition in the coming years.”

Lascano is currently the City of Rawlins’ Building Official, a position he has held for a total of 13 years. He is also the Volunteer Battalion Chief for the Rawlins Fire Department, the highest volunteer leadership position, along with serving on the Rawlins Volunteer Fire Department since 1997. Lascano also has professional experience as a Pipeline Operator and as an Inspector for the Wyoming Department of Transportation. 

Lascano said “I’m looking forward to the challenge and am glad for this new opportunity. When my time comes to retire, I want to have left a positive impression on our community.” 

The Public Works Department was redesigned in January 2021 into the Community Development Department and Public Works Department. This reorganization created a more equal distribution of employees across city departments and allows each Department Head more time to focus on the projects and employees in their divisions. The Community Development Department includes City Shop and Facilities, Landfill and Recycling, Planning & Zoning, and Building Divisions.
