[ARCHIVED] Meritorious Service Ribbons Awarded to Eight PD Officers

Meritorious Service Ribbons Awarded 2026

At this month's annual awards presentation, members of the Rawlins Police Department were recognized with the Meritorious Service Ribbon. The Meritorious Service Ribbon is awarded to members of the department who act alone or as a team for a highly unusual accomplishment under adverse conditions with some degree of hazard to life to the member, team, or others.

We are proud to recognize the following officers:

August 28, 2019
Sergeant Chris Craig, Sergeant Thom Gamblin, Sergeant George Phillips, Lieutenant Jared Frakes, Lieutenant Richard Hooper, and Lieutenant Daria Hooper – for working together as a team to apprehend an armed suspect who was pointing a rifle at individuals in the Rawlins area.

December 13, 2022
Sergeant Kyle Murphy, Sergeant Chris Craig, Lieutenant Jared Frakes, Lieutenant Richard Hooper, Lieutenant Daria Hooper, and Chief Michael Ward – for working together to safely apprehend a man with a suspected explosive device.

These incidents required calm leadership, coordinated tactics, and courage under pressure. The professionalism and teamwork demonstrated in both situations reflect the highest standards of service to our community.

Please join us in congratulating these officers on this well-earned recognition.
