The Rawlins City Council is proud to announce the promotion of Matt Hall from Interim City Manager to City Manager, effective February 1, 2026.
After serving the community in the interim role for the last four months, Hall has officially been appointed to lead the City of Rawlins on a permanent basis. His leadership during the transition period provided stability, direction, and forward progress.
Mayor Wells shared, “We are very excited to have Matt Hall join the City of Rawlins officially as our new City Manager. His commitment to our city, deep experience in municipal leadership, and valuable connections throughout the state will play an important role in advancing our goals and strengthening our community.”
Hall expressed his gratitude and enthusiasm for the opportunity. “I have truly enjoyed getting to know Rawlins and the people who make this community special. I am grateful for the trust placed in me and excited to officially call Rawlins home. My priority is ensuring we are strong in the fundamentals—especially when it comes to water infrastructure and maintaining the core services our residents rely on. By taking care of the basics and planning wisely, we can move forward with confidence and continue building a strong future for Rawlins.”
Hall is a lifelong Wyoming resident and holds a Master of Public Administration from the University of Wyoming. Prior to coming to Rawlins, he served as the full-time Mayor of Cody from 2017 to 2024, leading a similarly sized organization in both budget and staff. There he oversaw more than $20 million in infrastructure projects, maintained balanced budgets, and served three years as President of the Wyoming Association of Municipalities. He has enjoyed in time in Rawlins so far, including visits to the Rawlins Family Recreation Center and a successful elk hunting trip in the Ferris Mountains.
