City Council Meeting 2025 Design - new time

Reminder: Regular Council Meetings now start at 6:00 pm

The agenda and council packet for Rawlins’ City Council’s Tuesday November 18, 2025 Regular Council Meeting and Work Session beginning at 6:00 p.m. are available on BoardDocs at https://go.boarddocs.com/wy/rawlins/Board.nsf/goto?open&id=DM4U9X7AE439 Meetings are held in the Council Chamber, City Hall, 521 W. Cedar Street. The public is encouraged to attend or watch the meetings remotely. Council work sessions and meetings are broadcast live and recorded on YouTube at www.rawlinswy.gov/youtube.

Council items include:

  • Public Hearing & Approval for What the Buck LLC to park their retail liquor license and relocate alcohol outside of the licensed building location
  • Community Builder Award for November 2025
  • Appointment to the Fire Civil Service Commission and Approval of Registration from the DDA Board
  • Discussion of Cell Phone Use During City Council Meetings
  • Reports from the Old Pen Joint Powers Board, Interim City Manager and Staff, City Attorney, and City Council 
  • Approve Agenda, Minutes, Payroll, and Accounts Payable 
  • Work Session Discussion about the proposed One-of-a-Kind Destination District in Rawlins, as the only place in the world where the First Transcontinental Paths by Train (Transcontinental Railroad), Air (Historic Air Mail Route), and Car (Lincoln Highway) all pass over the Continental Divide, including the currently active Continental Divide Trail and the TransAmerica Bicycle Trail 

Regular City Council meetings include opportunities for citizens to communicate with the council. Citizen’s Participation is reserved for items not on the agenda. During agenda items, public comments may be accepted during council discussion. To address the Council, please raise your hand and come to the podium once recognized by the mayor.

Rawlins Regular City Council Meeting times were updated in September 2025. They are now held every first and third Tuesday of each month at 6:00pm. Work sessions are occasionally held afterwards.
