[ARCHIVED] City Council Appoints Interim City Manager Matt Hall

Matt Hall, of Cody, WY, has been appointed as the full-time Interim City Manager by City Council during their regular meeting on October 7, 2025. This provides the community with a full-time City Manager during City Manager’s Sarvey extended absence. The Council thanked Chief Mike Ward, DDA Director Pam Thayer, and the entire City staff for the support they provided during this unprecedented time.

Mayor Wells shared “We are pleased to announce the appointment of Matt Hall as our new Interim City Manager. Matt brings a wealth of leadership experience and a strong educational background that makes him well-suited to guide our city through the many projects and opportunities ahead. Please join me in extending a warm welcome to Matt as he steps into this important role. Together, let’s continue to make our community a place we are all proud to call home.”

Hall is a life-long Wyoming resident who graduated from the University of Wyoming with a Master of Public Administration. Hall served as the full-time Mayor of Cody from 2017 to 2024, which included leading a similarly sized organization, both in terms of budget and staff size. He led the City through many projects and transitions, including overseeing infrastructure projects valued at over $20 M and working within a balanced budget. He served as the president of the Wyoming Association of Municipalities for three years and has been heavily involved with municipal policy and legal issues. Hall has relocated to Rawlins during his appointment as Interim City Manager. He enjoys hunting, golfing, fishing, and working out.

Hall said, “I am grateful for this opportunity to continue serving the people of Wyoming in a new way and look forward to getting to know the City staff and the community. I am here to support the staff and Council as we address major infrastructure projects, staff support and planning, and the budget. I’ll bring my experience with state processes and resources to the table, especially when it comes to water infrastructure. Above all, I am here to do whatever I can to help the town move forward.”
