[ARCHIVED] City Announces Appointment of Acting City Manager

Chief Ward

During City Manager Thomas Sarvey’s absence, the Rawlins City Council implemented a temporary leadership plan that would provide further details by August 12. This gave the Council the opportunity to consider longer-term leadership options while ensuring city business moved forward. Pamela Thayer initially served as Acting City Manager to provide continuity for operations. The City Council is grateful for her service during this transition.

At the Special City Council Meeting on August 11th, the Rawlins City Council appointed Police Chief Michael Ward as Acting City Manager, effective immediately. Chief Ward has served as Rawlins Police Chief since 2021, and brings extensive leadership experience from his previous role as a Commander with the Montgomery County Police Department in Maryland. Known for his effective leadership, collaborative approach, and sincere dedication to the community, Chief Ward is well prepared to guide city operations during this time.

Given the unprecedented circumstances, Acting City Manager Michael Ward will be working closely with city leadership to share expertise and provide support across all city departments. The City is fully committed to an all-hands-on-deck approach.

The City Council and staff continue to keep City Manager Sarvey and his family close in our thoughts, and we look forward to his recovery and return. Thank you to our community for your support as we navigate this time together.
