The agenda and council packet for Rawlins’ City Council’s Regular Meeting on Tuesday, September 3, 2024, at 7:30 p.m. are available on BoardDocs at www.rawlinswy.gov/boarddocs. The public is encouraged to attend or watch the meetings remotely. Council work sessions and meetings are broadcast live and recorded on YouTube at www.rawlinswy.gov/youtube. Council meetings are held in the Council Chamber, City Hall, 521 W. Cedar Street. There is no work session.

- Public Hearing and Approval of Zone Change from Residential 7.5 to Commercial C-2 for the City of Rawlins Parcel in Section 20 (south of Donnell, between Jackson and Bennett – the full legal description included in council packet on BoardDocs)
- Third and Final Reading to Amend Title 5:08 to add a section for general penalties for Business Alcoholic Beverages Violations
- Community Builder Award for August 2024
- Planning & Zoning Commission Resignation
- Presentation by the Memorial Hospital of Carbon County Hospital District
- Reports from Rawlins DDA/Main Street and Hub, City Manager, City Attorney, and City Council
- Approve of Donation of a Modular Building from Black Hills Energy for the Parks Division
- Approval of Donation of $1000 for Targets at the Shooting Complex
- Approve – Letter of No Comment to Carbon County on Application for Conditional Use Permit Amendment for the Chokecherry and Sierra Madre Wind Energy Project
- Approve Agenda, Minutes, Accounts Payable, and Payroll

Regular City Council meetings include opportunities for citizens to communicate with the council. Citizen’s Participation is reserved for items not on the agenda. During agenda items, public comments may be accepted after council discussion. To address the Council during Citizen’s Participation or at other times during the meeting, please raise your hand and come to the podium once recognized by the mayor. Comments made on social media before or during meetings are not an official way of communicating with the governing body. We do not consistently monitor comments on the live stream of the meeting except to check on the sound levels or for other technical issues.
Rawlins City Council meetings are held every first and third Tuesday of each month at 7:30p. Work sessions are sometimes held beforehand, typically at 6:00 pm.
