Nikki Howell

The City of Rawlins is proud to announce the selection of our community’s new Parks & Recreation Director, Heather “Nikki” Howell. Howell has been promoted to director after serving as a supervisor in the department since 2021.

City Manager Thomas Sarvey said, “Nikki is a huge asset to the City of Rawlins. With her background in business, recreation experience, and knowledge of Rawlins, she is in the ideal position to lead Parks and Recreation. Nikki’s vision of the future of recreation is refreshing and her enthusiasm will be felt throughout the community.  Please join us in congratulating Nikki.”

Howell is a Rawlins native who graduated from Rawlins High School before obtaining her Master’s Degree in Business Administration. She has worked for local businesses, including RNB State Bank and Summit Title, and in Human Resources for the Carbon County Clerk. In her time working for the Parks & Recreation Department, she has directed multiple programs, overseen software implementation, assisted with financial and personnel processes, and managed marketing efforts. She also recently earned the certification as a Parks and Recreation Professional.

Howell said, “I am absolutely humbled by the immense amount of support I have received from the staff and the community of Rawlins. As a department, I am thrilled that we can continue moving forward. I inherited the right people in the right places, and that makes becoming the Director so exciting!”
