The Rawlins City Council has appointed Shawn Metcalf as City Manager effective 9/14/2020.

“We believe Shawn will be a great addition to our community and a great leader for our City team,” Mayor Steve Nicholson said. “He’s a very enthusiastic person and he has the drive. He wants to move to Rawlins. He likes the community and wants this opportunity to help Rawlins get better.”

Currently serving as Associate Vice President of Human Resources at Uintah Basin Technical College in Roosevelt, Utah, Metcalf has some five years of experience in city government, including serving as Assistant City Manager/Finance Director for Roosevelt, population 7,000. He also served as a Senior Budget and Management Analyst for the City of San Antonio, Texas, and as a management intern in two other cities.

Metcalf obtained a Master of Public Administration degree with emphasis in local government and finance from Brigham Young University, where he also earned a Bachelor’s degree in recreation management.

Metcalf is certified as a Senior Professional in Human Resources through the Human Resources Certification Institute and is a Senior Certified Professional through the International Public Management Association.

“We were very impressed with his experience in finance and human resources, and his understanding of smaller, rural communities,” Mayor Nicholson said. “He is also a talented relationship-builder, and is very enthusiastic about coming to Rawlins. It helps with the direction we are going with the city.”

“I am very confident that I can create a culture of trust and transparency among City employees, elected officials and residents,” Metcalf said.

“What really stood out to me about this opportunity were the challenges that the City of Rawlins is facing, Having lived in a small community that lives through the boom-and-bust cycles of the oil and gas industries, I can empathize with the challenges that comes with those cycles,” Metcalf said. “It is critical to help make the city as desirable as possible through encouraging growth in diversified areas so the effect of the boom-and-bust is lessened.”

Metcalf was among 35 applicants in a second round of recruitment conducted by the City through the Prothman executive recruitment firm.

Metcalf and his wife have 3 children.
